No. Cycling tops are cut to keep your lower back covered, and are made from 'technical' fabrics that will wick perspiration away from your body to help keep you cool and dry. The design of the garment is to be close fitting, so that it doesn't act like a sail and slow you down. You should wear a proper base layer under it, too, even on the hottest days. This will enhance the wicking properties of the fabric, and if you are unlucky enough to fall, or be knocked, off, the two layers will slide over each other and save you a lot of skin loss.
