What sort of pump is best?
Buying a cheap pump is a false economy. If the pump cannot easily attain the pressures required for your tyres, you may ride them as a matter of habit, too soft. This will increase your chances of punctures, damage to the wheel, and damage to the sidewall of the tyre. Find a pump that is easy to use, that will attain the required pressures without too much effort, and preferably, one that incorporates a pressure gauge. Many riders use a stirrup, or 'track' pump at home, as 100 psi is obtainable with 10 or 12 strokes with this type of pump, taking a frame fitting pump of reasonable quality out with them for emergency use. In time a track pump will pay for itself - and it will last for years. Certainly for regular users it is a worthwhile investment, along with a frame fitting, or quality 'mini' pump for emergencies.
